Why is the rate over 100% for older age groups?
Enrolment % is Electoral Commission enrolments ÷ Stats NZ estimated eligible population. The Stats NZ estimates are not as up to date as the enrolment data, and this lag creates a discrepancy in older age bands because the population figure is a provisional estimate (2023 census, as at mid-2025), while enrolment is as at mid-2026. Estimates lag real population (people ageing into the band, migration, and deaths are not perfectly in sync).
